This document provides guidance on pre-use and end-use checks for petrol, battery and mains-electric hedge trimmers, including long-reach models, used in grounds maintenance, arboriculture, estates and sports venue work. It covers equipment checks, operator safety considerations, and hand-arm vibration (HAV) obligations, which matter more for hedge trimmers than their familiarity suggests: they are among the higher-magnitude tools in a typical grounds fleet, and hedge work involves long, sustained trigger times.
For consistency, this document uses trimmer to refer to each individual machine. Checks described here are visual and operational only and do not replace inspection, blade sharpening, or servicing by a competent person. Where a defect involves the blades, guards, switches, or any safety-critical component, the trimmer should be assessed by a competent person before it is returned to service. If there is any doubt about a trimmer's safety at any point during a check, take it out of service until that assessment has happened. This guidance should be used alongside your organisation's site-specific risk assessments and safe working procedures. It does not cover cutting technique or work platform operation, which require training and procedures beyond the scope of an equipment check document.
Hand-Arm Vibration: Why Hedge Trimmers Matter
Hedge trimmers concentrate several unfavourable HAV factors in one tool. Declared magnitudes commonly sit between 2.5 and 7 m/s², meaning some machines reach the daily action value in modest time. The work itself is sustained: unlike a saw used in bursts, hedge cutting can mean long continuous runs of trigger time, so exposure points accumulate faster than the task feels like it deserves. And the tool's condition drives its output more than most: blunt or resin-fouled blades increase cutting resistance and transmitted vibration together.
The Control of Vibration at Work Regulations 2005 requires employers to manage HAV exposure and keep daily exposure below defined thresholds. Hedge trimming days are also rarely single-tool days: the same operator often moves between trimmer, blower and brushcutter, and every one of them draws from the same daily budget.
Exposure Action Value (EAV)
- Daily exposure: 2.5 m/s²
- At this level employers should take action to reduce exposure
- Health surveillance should be introduced
- Operators should be informed of the risks
Exposure Limit Value (ELV)
- Daily exposure: 5 m/s²
- This level should not be exceeded
- Exceeding this value is a breach of the Regulations
- Immediate action to reduce exposure is required
Tracking HAV exposure with Toolminder. Vibration data: do not rely on manufacturer figures. The HSE advise that manufacturer quoted vibration values are typically measured under controlled conditions and are often not representative of real-world use. A trimmer's true magnitude also changes with blade condition and the state of its anti-vibration mounts. Pre-Use Check
A pre-use check should be completed each time a trimmer is brought into use. Where vibration exposure is tracked in Toolminder, the pre-use check is presented automatically before timing begins, so it is completed as part of starting work with the trimmer. Checks are typically completed in 2-3 minutes where no issues are found.
Operator training and authorisation. Everyone who uses a hedge trimmer at work must have received adequate information, instruction and training under PUWER. Formal certificates of competence are available for hedge trimmer use and are often required by contracts and local authority clients; organisations should maintain records of training and authorisation, and only trained, authorised operators should complete these checks and use this equipment.
PPE Requirements
- Eye and face protection: safety glasses to EN 166 worn at all times: hedge cutting throws woody chips, thorns, and sap directly towards the face on every job. A mesh visor to EN 1731 worn over the glasses adds face protection against larger debris, but mesh alone does not stop fine particles
- Hearing protection: petrol trimmers in particular operate at levels where hearing protection is required under the Control of Noise at Work Regulations 2005, and daily noise exposure is cumulative across all equipment used. The noise Regulations guide covers the thresholds
- High-visibility clothing: to EN ISO 20471 where work is on roadside hedges and verges, or around moving plant and vehicles, in line with your organisation's site rules and risk assessment
- Gloves: sturdy work gloves protect against cut foliage, thorns and blade contact when clearing debris from a stopped machine. Anti-vibration gloves should not be relied upon as a control measure for HAV exposure: the HSE advise that their effectiveness against the vibration frequencies produced by this category of equipment is limited. Keeping hands warm and dry does, however, genuinely reduce vulnerability to vibration injury
- Clothing and footwear: close-fitting clothing that cannot snag the blades, and sturdy footwear with good grip, particularly where work involves banks, steps, or working from platforms
Do not use a trimmer with a safety-critical defect. Any trimmer with damaged or cracked blades, a missing or damaged hand guard, switches that do not function or do not return, blades that move at idle, a damaged supply cable on mains-electric machines, or any fault that could affect operator safety or increase vibration output should be taken out of service and assessed by a competent person before further use.
Isolation Before Hands-On Checks
The checks that follow involve handling the blades. Before any manual inspection, cleaning, debris clearance, or adjustment, the trimmer must be made incapable of running.
- On petrol trimmers, the engine stopped before any adjustment, and the spark plug lead disconnected before any work on or around the blades
- On battery trimmers, the battery physically removed before any manual inspection, cleaning, or adjustment. With the pack seated, a bumped trigger is all it takes for the blades to run, which makes battery removal the only reliable isolation
- On mains-electric trimmers, the plug removed from the supply, not just the switch released, before any work on the blades
- Gloves worn when handling or clearing the blades: cutting edges injure with the machine completely stationary
- Trimmers taken out of service due to a safety-critical defect should be tagged or labelled clearly to prevent use by another operator, and physically separated from serviceable machines where possible, with a service job raised in Toolminder so the fault is formally recorded and tracked
Blades & Cutting Bar
Blade condition governs cutting quality, operator effort, and vibration output together, which makes this the most HAV-relevant section of the check.
- Blades sharp and clean: blunt or resin-fouled blades tear rather than cut, demand force, and raise both vibration and trigger time for the same hedge
- No cracked, chipped, bent, or missing teeth along either blade. Damaged teeth unbalance the reciprocating action and increase vibration, and a snapped tooth in use becomes a projectile
- Blade bolts and bar fasteners secure, with blade clearance or tightness as specified in the manufacturer's handbook: blades that have worked loose rattle, vibrate, and cut badly
- Blades free of trapped debris along their full length, checked only with the machine isolated as above
- Blade lubrication applied where the handbook specifies it: dry blades run hotter, gum faster, and transmit more vibration
- Tip guard or blade extension protector, where fitted, present and undamaged
- On long-reach models, the shaft straight, couplings secure, and the cutting head's angle adjustment locking positively in each position
Handles, Guards & Controls
- Front hand guard between the front handle and the blades present and undamaged
- Front and rear handles secure, with anti-vibration mounts inspected for cracking, perishing, or separation. A loose or rattling handle usually means a failed mount, and worn mounts significantly increase the vibration reaching the operator
- Two-handed controls, where fitted, functioning: the blades should run only while both switches are held, and stop when either is released
- Throttle or trigger and its interlock returning freely, with the stop switch clearly marked and working
- Blade stop time normal for the machine when the trigger is released: blades that run on noticeably longer than usual indicate a brake or clutch fault
- Rotating rear handle, where fitted, locking positively in each position
- On petrol models, blades completely stationary at idle: movement at idle is a clutch or idle-speed fault and a safety-critical defect
- On mains-electric models, the supply cable and plug undamaged along their full length, connected through an RCD with its test button pressed to confirm it trips and resets before work, and the cable routed behind the operator and away from the blades
- On long-reach models used with a shoulder strap or harness, the webbing, buckles, and attachment point undamaged and the quick-release working: the harness is what takes the machine's leverage off the arms and back through a long session
Power & Fuel
- On petrol trimmers, correct fuel mix per the handbook from fresh fuel, no fuel leaks, caps secure, air filter clean, and the exhaust and its heat shield secure and undamaged: the silencer sits close to the body on vertical cuts and runs hot enough to burn skin or ignite dry cuttings the machine is set down on. Refuelling with the engine off and cooled, away from ignition sources, moving the trimmer away from the refuelling point before starting, consistent with the practice described in our chainsaw guidance
- On battery trimmers, the battery charged and correctly latched, with the casing free of cracks, swelling, or signs of water ingress and the terminals clean, and spares stored per the manufacturer's guidance
- Casings, covers, and fasteners present, secure, and undamaged
Starting & Operational Check
- Trimmer started per the handbook with the blades clear of the hedge, the ground, and other people
- Starts cleanly, idles without blade movement on petrol models, and responds to the trigger without hesitation
- No abnormal vibration, rattle, or noise at idle or under throttle: any change from the machine's normal character should be investigated before work begins
- Any failed task should prompt a reason for failure and supporting photos. Raise a service job immediately within the app
- Use the observations field to note early signs of wear, unusual vibration, or running issues
Work Area, Wildlife & Work at Height
- Work area assessed with bystanders and colleagues kept clear of the cutting side and the debris fall
- Nesting birds checked for before cutting begins. It is an offence under the Wildlife and Countryside Act 1981 to damage or destroy an active bird's nest, and the main nesting season, roughly February to August, is also the hedge-cutting season. If an active nest is found, that section of hedge waits
- Overhead and hidden hazards identified: wires and cables running through or over hedges, fence lines and stakes buried in growth, and, for long-reach work, overhead power lines, near which work must only take place under your organisation's arrangements
- Cutting from ladders avoided: under the Work at Height Regulations 2005, work at height is avoided altogether where possible, which is precisely what a long-reach trimmer used from the ground achieves. Where height genuinely cannot be avoided, a suitable work platform is used under your organisation's work at height procedures
- Footing assessed on banks, steps, and wet ground: hedge trimming demands both hands, leaving none for balance
End-Use Check
An end-use check should be completed each time a trimmer is finished with and returned to storage. Where exposure is tracked in Toolminder, an end-use check can be configured to run automatically when the trimmer is stopped, closing the operator's usage record for that session, which is important for accurate HAV exposure tracking.
Cleaning & Condition
- Trimmer isolated before cleaning begins: engine stopped and spark plug lead disconnected on petrol models, battery removed, or mains plug pulled
- Blades cleared of foliage and debris along their full length, and cleaned of resin and sap, which harden between uses and increase friction, load, and vibration next time out
- Blades lubricated per the handbook after cleaning
- Air filter checked on petrol models, and casing and handles wiped down, which is also the moment new damage gets noticed
Wear & Damage Review
- Blade condition reviewed honestly for the next user: dulling or damaged teeth flagged for sharpening or service rather than left to be discovered mid-hedge
- Anti-vibration mounts re-checked after the day's use, especially if the operator noticed any change in vibration
- Any new damage, leaks, or running issues recorded with notes and photos, with a service job raised if a fault needs attention before next use
Storage & Transport
- Blade guard or scabbard fitted for storage and transport
- Fuel managed per the manufacturer's guidance for the expected storage period on petrol models; batteries removed and stored per the handbook on battery models
- Trimmer stored dry and secure, and transported secured with the guard fitted
- Check saved to the asset history, with operator usage time recorded and visible to supervisors for HAV exposure monitoring
HAV Exposure: Operator Responsibilities
Operators using hedge trimmers should be aware of their cumulative daily vibration exposure and should report any symptoms of hand-arm vibration syndrome (HAVS), including tingling, numbness, or whitening of the fingers, to their supervisor immediately. Early reporting matters: HAVS is progressive, and symptoms become permanent if exposure continues without intervention.
Hedge work deserves particular respect for trigger time. Long continuous cutting runs accumulate exposure quickly and quietly, so operators should plan hedge days against their remaining daily budget, share long runs across a team where practicable, and remember that the blower, brushcutter, or mower used earlier draws from the same daily allowance.
Blade condition is an exposure control. Blunt, damaged, or resin-fouled blades increase the vibration transmitted to the hands and extend the time needed for the same hedge, raising exposure twice over. Sharpening and cleaning are HAV controls, not just maintenance. Any increase in vibration beyond what is normally expected of a particular trimmer should be reported and the machine inspected before continued use.
Common Situations
All tasks pass
Mark each task as Pass, add any observations if relevant, and the check is complete. The trimmer is confirmed in good condition and ready for use. Plan the session's trigger time against the operator's remaining daily exposure budget before starting work.
Damaged or blunt blades identified
Mark the relevant task as Fail and document the condition with photos. Cracked, chipped, or missing teeth take the trimmer out of service until repaired; blunt or fouled blades should be sharpened and cleaned before use rather than pushed through the day. Record the work in Toolminder so blade wear per machine is visible over time.
Blades move at idle, or run on after release
A petrol trimmer whose blades move at idle, or any trimmer whose blades run on abnormally after the trigger is released, has a clutch, idle-speed, or brake fault and must be taken out of service immediately. Tag or physically separate the machine so it cannot be picked up in error, record the fault in Toolminder, and raise an urgent service job.
Active bird's nest found in the hedge
Stop cutting that section. Record the location in the observations so the team knows, reschedule the section for after the nest is no longer active, and continue elsewhere. Destroying an active nest is a criminal offence, and no schedule pressure changes that.
Operator approaching daily HAV exposure limit
If an operator's cumulative HAV exposure for the day is approaching the EAV or ELV, hedge cutting should be stopped or handed to another trained operator. Record the session end in Toolminder so the exposure record is accurate. Supervisors can review operator usage across all assets to manage exposure across the team, which matters most on mixed days combining the trimmer with other high-vibration equipment.
