This document provides guidance on pre-use and end-use checks for petrol and battery chainsaws used in arboriculture, grounds maintenance, estates and sports venue work. It covers equipment checks, operator safety considerations, and hand-arm vibration (HAV) obligations, which are particularly relevant for chainsaws given the vibration levels they produce and the length of time operators can spend on them across a working day.
For consistency, this document uses saw to refer to each individual chainsaw. Checks described here are visual and operational only and do not replace inspection, sharpening regimes, or servicing by a competent person. Where a defect involves the chain brake, other safety devices, or any safety-critical component, the saw should be assessed by a competent person before it is returned to service. If there is any doubt about a saw's safety at any point during a check, take it out of service until that assessment has happened. This guidance should be used alongside your organisation's site-specific risk assessments and safe working procedures. It does not cover felling technique, aerial work, or working near overhead power lines, all of which require specific training and procedures beyond the scope of an equipment check document.
Hand-Arm Vibration: Why Chainsaws Matter
Chainsaws are one of the most recognisable sources of hand-arm vibration in outdoor work, and one of the earliest tools associated with the condition once known as vibration white finger. Modern saws with effective anti-vibration systems are dramatically better than the machines that gave the condition its name, but declared magnitudes of 3 to 6 m/s² remain typical, and the real figure rises with a blunt chain, worn anti-vibration mounts, or hard, dirty or frozen timber.
The Control of Vibration at Work Regulations 2005 requires employers to manage HAV exposure and keep daily exposure below defined thresholds. Two chainsaw-specific factors deserve emphasis. First, chain sharpness is an exposure control, not just a maintenance task: a blunt chain cuts slowly and forces the operator to push, which increases both the vibration transmitted and the trigger time needed for the same cut. Second, much chainsaw work happens in winter, and cold, wet hands are significantly more vulnerable to vibration injury, so keeping hands warm and dry is part of exposure management, not just comfort.
Exposure Action Value (EAV)
- Daily exposure: 2.5 m/s²
- At this level employers should take action to reduce exposure
- Health surveillance should be introduced
- Operators should be informed of the risks
Exposure Limit Value (ELV)
- Daily exposure: 5 m/s²
- This level should not be exceeded
- Exceeding this value is a breach of the Regulations
- Immediate action to reduce exposure is required

Vibration data: do not rely on manufacturer figures. The HSE advise that manufacturer quoted vibration values are typically measured under controlled conditions and are often not representative of real-world use. A saw's true magnitude also changes with chain condition and the state of its anti-vibration mounts. Pre-Use Check
A pre-use check should be completed each time a saw is brought into use. Where vibration exposure is tracked in Toolminder, the pre-use check is presented automatically before timing begins, so it is completed as part of starting work with the saw. Checks are typically completed in 2-3 minutes per saw where no issues are found.
Operator competence is a legal requirement. Chainsaws are singled out in HSE guidance on operator training: everyone who uses a chainsaw at work must have received adequate training under PUWER, and those working in arboriculture, forestry and similar sectors are expected to hold a relevant certificate of competence for the type of work being done. Only trained and authorised operators should complete these checks and use this equipment, and organisations should maintain records of operator training, certification and authorisation. PPE Requirements
Chainsaw PPE is certified under the EN ISO 11393 series, which replaced the older EN 381 standards from 2020. Garments certified to EN 381 remain in circulation and remain protective; new purchases should be certified to EN ISO 11393.
- Head protection: a chainsaw helmet system combining a safety helmet, visor, and ear defenders should be worn. For ground-based work this is typically an industrial safety helmet to EN 397; anyone climbing under your organisation's aerial work procedures should instead wear a climbing helmet to EN 12492, whose chinstrap is designed to keep the helmet on the head in a fall, where an EN 397 strap is designed to release. Helmet shells degrade with UV exposure and impact; check the shell for damage and confirm the helmet is within the manufacturer's replacement period, which is typically printed inside the shell
- Eye protection: a mesh visor to EN 1731 is the standard face protection for chainsaw work, but mesh does not stop fine sawdust or liquids. In dry, dusty cutting, safety glasses to EN 166 should be worn underneath the visor
- Hearing protection: petrol saws produce noise levels well above the point at which hearing protection is mandatory under the Control of Noise at Work Regulations 2005. Ear defenders should be in good condition with intact seals, and operators should be aware that their daily noise exposure is cumulative across all equipment used. - Leg protection: chainsaw trousers certified to EN ISO 11393-2 (formerly EN 381-5) should be worn. Type A, protecting the front of the legs, is the standard for ground-based work by trained operators; Type C, protecting all round, is appropriate where your organisation's risk assessment requires it, for example for climbing work or less experienced users. Trousers with cut or clogged blocking material must be replaced, not repaired: the protection works by fibres pulling out and jamming the chain, and it only works once
- Chainsaw boots: chainsaw protective footwear certified to EN ISO 17249, combining cut protection, toe protection and good grip, should be worn. General safety boots certified to EN ISO 20345 alone are not rated for chainsaw cuts and are not sufficient
- Gloves: chainsaw gloves certified to EN ISO 11393-4 (formerly EN 381-7), with protective material on the back of the left hand, should be worn. Anti-vibration gloves should not be relied upon as a control measure for HAV exposure. The HSE advise that their effectiveness against the vibration frequencies produced by this category of equipment is limited, and relying on them risks giving operators a false sense of protection. Reducing exposure time and maintaining equipment in good condition are the only effective controls. Warm, dry gloves do, however, matter for HAV: cold hands are more vulnerable to vibration injury
- First aid: every chainsaw operator should carry a large wound dressing on their person, and the work party's first aid provision should reflect the risk of serious bleeding injuries
Do not use a saw with a safety-critical defect. Any saw with a chain brake that fails its function test, a chain that rotates at idle, a missing or damaged chain catcher, fuel or oil leaks, faulty controls, or any fault that could affect operator safety or increase vibration output should be taken out of service and assessed by a competent person before further use.
Isolation Before Hands-On Checks
Several of the checks that follow involve handling the chain and bar. Before any manual inspection, cleaning, chain tensioning, or adjustment, the saw must be made incapable of running.
- On petrol saws, the engine stopped before any adjustment, and the spark plug lead disconnected before any work on or around the chain, bar, sprocket, or clutch beyond a simple tension check
- On battery saws, the battery physically removed from the saw before any manual inspection, cleaning, chain tensioning, or adjustment. A battery saw has no starting procedure: with the pack seated, a bumped trigger and interlock is all it takes for the chain to run, which makes battery removal the only reliable isolation
- Gloves worn when handling the chain. Cutters are sharp enough to injure with the chain completely stationary
- Saws taken out of service due to a safety-critical defect should be tagged or labelled clearly to prevent use by another operator, and physically separated from serviceable saws in storage where possible, with a service job raised in Toolminder so the fault is formally recorded and tracked
Chain, Guide Bar & Sprocket
Chain and bar condition is the single most important factor affecting both cutting performance and operator vibration exposure. A sharp, correctly tensioned chain on a straight bar is what makes a saw safe to hold for a working session.
- Chain sharp, with cutters of even length and correctly set depth gauges. A sharp chain draws itself into the cut and produces proper chips; a blunt chain produces dust and demands force. If the last user has not left the chain sharp, sharpen or replace it before work, not during
- No cracked, chipped, or damaged cutters, tie straps, or drive links, and no excessively worn or stretched chain. A chain that can no longer be tensioned within the adjuster's range is at the end of its life
- Chain tension correct: the chain should sit snug against the bar, lift slightly at the middle of the bar and snap back, with drive links remaining seated in the bar groove. Check tension with the engine off and, on petrol saws, expect to re-check once the saw is warm
- Correct chain fitted for the bar and sprocket, running in the correct direction, with low-kickback chain used where your organisation's policy requires it
- Guide bar straight, with no spread, burred, or unevenly worn rails, and the groove clean and free of packed debris. Bars should be turned regularly per the maintenance schedule so wear stays even
- Sprocket-nose bar tip rotating freely and greased where a grease point is fitted
- Bar nose free of burrs, dents, and rail damage. The upper quadrant of the nose is the kickback zone: contact there is what throws a running saw up and back towards the operator, and damage to the nose rails makes the saw's behaviour in that quadrant less predictable
- Drive sprocket checked for wear ridges. A worn sprocket destroys new chains quickly and adds vibration
- Chain catcher present and undamaged. This small component is what stops a broken or derailed chain being thrown back towards the operator, and a missing catcher takes the saw out of service
Chain Brake & Safety Devices
- Chain brake given a static check with the engine off or battery removed: pushing the front hand guard forward should engage the brake with a positive click, and with the brake engaged the chain must not pull around the bar by gloved hand. The brake should then release cleanly
- Chain brake given a running check in accordance with the manufacturer's handbook once the saw is started: with the saw firmly held and the bar clear of all obstructions, applying the brake must stop the chain instantly. Release the throttle immediately once the brake engages; holding a saw at throttle against an engaged brake overheats the clutch. A saw that fails either brake test is out of service, without exception
- Front hand guard undamaged and moving freely through its full travel
- Throttle interlock functioning: the throttle should operate only with the interlock depressed, and both should return freely to position when released, with no sticking from resin or debris
- Stop switch or button stops the engine promptly and is clearly marked
- Rear hand guard intact, protecting the right hand from a snapped chain
- Chain stationary at idle. A chain that creeps or rotates with the engine idling indicates a clutch or idle-speed fault and is a safety-critical defect
- All casings, covers, and fasteners present, secure, and undamaged, including the sprocket cover and bar nuts
Anti-Vibration Mounts
The AV mounts, the rubber or spring elements isolating the handles from the engine and cutting unit, are the components that make a modern saw's vibration figures possible, and they wear invisibly unless checked.
- All AV mounts visually inspected for cracking, perishing, compression set, or separation from their fixings
- Handles firm with no excessive play or movement against the saw body. A loose or rattling handle usually means a failed mount
- Any noticeable increase in vibration at the handles compared to the saw's normal feel treated as a fault and investigated, not worked through. Worn AV mounts significantly increase the vibration transmitted to the operator, directly raising HAV exposure at any given trigger time
Power, Fuel & Lubrication
- Chain oil reservoir filled before starting, and topped through the session. A chain run dry overheats, blunts rapidly, and dramatically increases vibration and wear
- Chain lubrication confirmed working: with the saw running safely clear of the ground, revving the saw with the bar tip held over a pale surface should throw a visible line of oil
Petrol Saws
- Correct fuel mix per the manufacturer's handbook, from fresh fuel. Stale or incorrectly mixed fuel causes poor running, difficult starting, and engine damage
- No fuel or oil leaks, with fuel and oil caps secure and their seals intact. Check around the caps, the tank seams, and beneath the saw
- Air filter clean and correctly seated. A blocked filter increases engine load and worsens running
- Exhaust and silencer secure and undamaged, with the spark arrestor in place where fitted
- Refuelling carried out with the engine off and cooled, away from ignition sources, with no smoking, on ground where spillage can be contained. Move the saw at least 3 metres from the refuelling point before starting it, in line with standard forestry and manufacturer practice. A spill kit should be available at the refuelling point
Battery Saws
- Battery charged and correctly seated and latched before work, with the casing free of cracks, swelling, or signs of water ingress and the terminals clean
- Battery physically removed, not just switched off, before any hands-on work on the saw, as covered under Isolation Before Hands-On Checks
- Spare batteries carried and stored per the manufacturer's guidance, protected from contact with metal objects and from extremes of temperature
Starting & Operational Check
- Saw started using a safe starting method per the handbook: on the ground with a foot through the rear handle and a firm hand on the front handle, or an approved standing start with the saw held securely. Never drop-start a saw
- Chain brake engaged before starting, and the saw started with the chain clear of obstructions and other people, taking particular care that the bar nose cannot contact anything: nose contact is the classic kickback trigger
- Saw starts within a reasonable number of pulls, idles smoothly with the chain stationary, and responds cleanly to the throttle without hesitation or racing
- No abnormal vibration, rattles, or noises at idle or under throttle. Any change from the saw's normal character should prompt investigation before work begins
- Any failed task should prompt a reason for failure and supporting photos. Raise a service job immediately within the app
- Use the observations field to note early signs of wear, unusual vibration, or running issues. Proactive reporting prevents unplanned downtime and protects operator health
Work Area, Lone Working & Emergency Planning
- Work area assessed and an exclusion zone established appropriate to the task, keeping other workers and the public well clear of the cutting area and any falling material
- Overhead hazards identified before starting, including dead wood, hung-up branches, and structures. Work anywhere near overhead power lines is subject to specific procedures and clearances and must only take place under your organisation's arrangements for it
- Escape routes planned and cleared where the task involves felling or dismantling, following the specific training and procedures that work requires
- Lone working with a chainsaw avoided wherever practicable. Where it cannot be avoided, a reliable communication and check-in procedure must be in place, and the operator's location known
- First aid provision, including personnel trained for serious bleeding injuries, confirmed before work begins, along with the means to summon help and a known access point for emergency services
- Ground conditions, weather, and light assessed. Frozen or dirty timber increases vibration and blunts chains quickly; wind affects anything being felled or dismantled; and cold increases HAV vulnerability, so plan shorter trigger-time sessions in winter conditions
End-Use Check
An end-use check should be completed each time a saw is finished with and returned to storage. Where exposure is tracked in Toolminder, an end-use check can be configured to run automatically when the saw is stopped. Completing it closes the operator's usage record for that session, which is important for accurate HAV exposure tracking.
Cleaning & Condition
- Saw isolated before cleaning begins: engine stopped and spark plug lead disconnected on petrol saws, battery removed on battery saws
- Saw cleaned after use: chips, sawdust, and oily debris removed from around the clutch drum, brake band area, sprocket cover, and cooling fins. Compacted debris around the brake mechanism can prevent it working
- Guide bar removed or the sprocket cover opened per your maintenance routine, with the bar groove and the oil inlet ports on the bar cleaned clear
- On petrol saws, air filter checked and cleaned per the handbook, particularly after dusty or dry-timber work
- Casing and handles wiped down, which is also the moment damage gets noticed
Wear & Damage Review
- Chain condition reviewed and left honest for the next user: a chain that has gone blunt during the session should be sharpened or swapped, or the saw flagged so the next pre-use check does not begin with a fault
- Bar rails checked for burring raised during the session and dressed or flagged for attention
- AV mounts re-checked after the day's use, especially if the operator noticed any change in vibration during the session
- Any new damage, leaks, or running issues recorded with notes and photos before the saw is returned to storage. Raise a service job if a fault requires attention before next use
Storage & Transport
- Bar guard or scabbard fitted whenever the saw is not in use, including for any carry of more than a few paces
- Fuel management per the manufacturer's guidance for the expected storage period, and chain oil checked so the saw is ready for its next pre-use check
- Saw stored in a dry, secure location, out of reach of unauthorised users, and never left hot against combustible material
- For transport, the saw secured against movement with the guard fitted, and fuel carried only in approved containers, never loose in a vehicle cab with people
- Check saved to the asset history, with operator usage time recorded and visible to supervisors for HAV exposure monitoring
HAV Exposure: Operator Responsibilities
Operators using chainsaws should be aware of their cumulative daily vibration exposure and should report any symptoms of hand-arm vibration syndrome (HAVS), including tingling, numbness, or whitening of the fingers, to their supervisor immediately. Early reporting is important as HAVS is a progressive condition and symptoms can become permanent if exposure continues without intervention. Cold weather can trigger symptoms in affected operators and increases vulnerability in everyone, which matters in a trade where much of the work happens in winter.
Operators should also be aware that vibration exposure on a given day is cumulative across all equipment used, not just the saw. Hedge trimmers, brushcutters, blowers, or a morning on an aerator all draw from the same daily budget, and the available trigger time on a chainsaw before reaching the EAV or ELV may be significantly reduced by work already done.
A blunt chain is an exposure problem, not just a maintenance one. A blunt chain increases the vibration transmitted to the hands and increases the trigger time needed for every cut, so it raises exposure twice over for the same day's work. Sharpening is one of the most effective HAV controls available on a chainsaw and should be treated with the same seriousness as any other safety measure. Any increase in vibration beyond what is normally expected of a particular saw should be reported and the saw inspected before continued use.
Common Situations
All tasks pass
Mark each task as Pass, add any observations if relevant, and the check is complete. The saw is confirmed in good condition and ready for use. Plan the session's trigger time against the operator's remaining daily exposure budget before starting work.
Blunt or damaged chain identified
Mark the relevant task as Fail and document the condition. Sharpen or replace the chain before use: operating with a blunt chain increases vibration exposure, increases cutting time, and produces unpredictable saw behaviour in the cut. If cutters, tie straps, or drive links are damaged rather than merely blunt, replace the chain and check the bar and sprocket for the cause. Record the work in Toolminder so chain consumption per saw is visible over time.
Increased vibration noted during use
If the operator notices vibration levels are higher than the saw's normal feel, stop and inspect. Common causes include a blunting chain, a loose bar or fasteners, packed debris, or a failing anti-vibration mount. Record the observation, raise a service job in Toolminder, and do not continue use until the cause has been identified. Continued use with abnormal vibration risks both operator injury and further machine damage.
Chain brake fails its function test, or the chain moves at idle
A saw with a chain brake that does not hold the chain stationary, or a chain that rotates at idle, must be taken out of service immediately. These are safety-critical faults. The saw should not be used until it has been inspected and confirmed as functioning correctly by a competent person. Tag or physically separate the saw so it cannot be picked up in error, record the fault in Toolminder, and raise an urgent service job.
Operator approaching daily HAV exposure limit
If an operator's cumulative HAV exposure for the day is approaching the EAV or ELV, chainsaw work should be stopped or handed to another trained operator. Record the session end in Toolminder so the exposure record is accurate. Supervisors can review operator usage records across all assets to manage daily exposure across the team, which matters most on days mixing the saw with other high-vibration equipment.
