Brushcutters & Strimmers: Equipment Check Guidance

Guidance on pre-use and end-use checks for brushcutters and strimmers in grounds maintenance and estates work, covering guards, cutting attachments, harnesses, thrown-object risk, and hand-arm vibration.

This document provides guidance on pre-use and end-use checks for petrol and battery brushcutters and strimmers used in grounds maintenance, arboriculture, estates and sports venue work. It covers equipment checks, operator safety considerations, and hand-arm vibration (HAV) obligations. Brushcutters combine three distinct risk characters in one machine: sustained HAV exposure through the hands, a high-energy rotating cutting attachment, and the thrown-object risk that makes them the tool most likely to injure someone who is not holding it.

For consistency, this document uses brushcutter to cover both nylon-line strimmers and machines fitted with metal blades, distinguishing between the two where the checks differ. Checks described here are visual and operational only and do not replace inspection, blade sharpening, or servicing by a competent person. Where a defect involves the guard, cutting attachment, harness, or any safety-critical component, the machine should be assessed by a competent person before it is returned to service. If there is any doubt about a brushcutter's safety at any point during a check, take it out of service until that assessment has happened. This guidance should be used alongside your organisation's site-specific risk assessments and safe working procedures. It does not cover cutting technique or blade selection for specific vegetation, which require training beyond the scope of an equipment check document.

Hand-Arm Vibration: Why Brushcutters Matter

Brushcutters are long-session tools. Declared magnitudes typically sit between 2.5 and 6 m/s², and bank work, verge runs, and clearance jobs can hold an operator on the trigger for large parts of a shift, so daily points accumulate steadily even on a well-maintained machine. Condition moves the number as much as it does on any tool here: an unbalanced cutting head, a worn flexible drive shaft, perished anti-vibration mounts, or a damaged blade all raise the vibration reaching the handles, and an out-of-balance metal blade is felt through the whole machine.

The Control of Vibration at Work Regulations 2005 requires employers to manage HAV exposure and keep daily exposure below defined thresholds, and brushcutter days are classic mixed-tool days: the same operator's budget is shared with the mower, the blower, and the hedge trimmer.

Exposure Action Value (EAV)

  • Daily exposure: 2.5 m/s²
  • At this level employers should take action to reduce exposure
  • Health surveillance should be introduced
  • Operators should be informed of the risks

Exposure Limit Value (ELV)

  • Daily exposure: 5 m/s²
  • This level should not be exceeded
  • Exceeding this value is a breach of the Regulations
  • Immediate action to reduce exposure is required

Vibration data: do not rely on manufacturer figures. The HSE advise that manufacturer quoted vibration values are typically measured under controlled conditions and are often not representative of real-world use. A brushcutter's true magnitude also changes with the condition of its cutting attachment, drive, and anti-vibration mounts. Pre-Use Check

A pre-use check should be completed each time a brushcutter is brought into use. Where vibration exposure is tracked in Toolminder, the pre-use check is presented automatically before timing begins, so it is completed as part of starting work with the machine. Checks are typically completed in 2-3 minutes where no issues are found.

Operator training and authorisation. Everyone who uses a brushcutter at work must have received adequate information, instruction and training under PUWER, and metal-blade work in particular should be limited to operators trained for it. Formal certificates of competence for brushcutter and trimmer use are widely available and are often required by contracts and local authority clients. Organisations should maintain records of training and authorisation, and only trained, authorised operators should complete these checks and use this equipment.

PPE Requirements

  • Eye and face protection: safety glasses to EN 166 worn at all times: a brushcutter's defining hazard is material thrown at high speed, and fine grit and sap reach the eyes on every job, not just dusty ones. A mesh visor to EN 1731 worn over the glasses adds face protection against larger ejected debris, but mesh alone does not stop fine particles
  • Hearing protection: petrol brushcutters operate well above the levels at which hearing protection is required under the Control of Noise at Work Regulations 2005, and daily noise exposure is cumulative across all equipment used. The noise Regulations guide covers the thresholds
  • High-visibility clothing: to EN ISO 20471 where work is on or beside roads and verges, or around moving plant and vehicles, in line with your organisation's site rules and risk assessment
  • Leg and foot protection: sturdy trousers and safety boots with good grip protect against debris ejected downwards and the slips that rough ground invites. Shorts and brushcutting do not mix, whatever the weather
  • Gloves: sturdy work gloves for handling the machine and clearing the head. Anti-vibration gloves should not be relied upon as a control measure for HAV exposure: the HSE advise that their effectiveness against the vibration frequencies produced by this category of equipment is limited. Warm, dry hands are, however, genuinely less vulnerable to vibration injury

Do not use a brushcutter with a safety-critical defect. Any machine with a missing, cracked, or wrongly fitted guard, a cracked or damaged metal blade, a loose blade fixing, an attachment that rotates at idle, a harness with a failed quick-release, faulty switches, or any fault that could affect operator safety or increase vibration output should be taken out of service and assessed by a competent person before further use.

Isolation Before Hands-On Checks

The checks that follow involve handling the cutting attachment. Before any manual inspection, cleaning, line replacement, or blade change, the machine must be made incapable of running.

  • On petrol machines, the engine stopped before any adjustment, and the spark plug lead disconnected before any work on or around the cutting attachment or gearhead
  • On battery machines, the battery physically removed before any manual inspection, cleaning, or attachment work. With the pack seated, a bumped trigger is all it takes for the head to spin, which makes battery removal the only reliable isolation
  • Gloves worn when handling metal blades, and the blade edge treated with the same respect stationary as running
  • Machines taken out of service due to a safety-critical defect should be tagged or labelled clearly to prevent use by another operator, and physically separated from serviceable machines where possible, with a service job raised in Toolminder so the fault is formally recorded and tracked

Guard & Cutting Attachment

The guard and the attachment are a matched pair, and the match is the check: a guard designed for a nylon head does not make a metal blade safe, and no guard at all makes nothing safe.

  • Guard fitted, secure, undamaged, and correct for the attachment in use, per the manufacturer's handbook
  • Line cutting blade on the guard, which trims nylon line to its working length, present and sharp: an overlong line raises engine load and vibration
  • On nylon-line heads: the head undamaged and free of cracks, line of the diameter and type the handbook specifies, never wire or metal-reinforced line, the bump-feed mechanism working, and the head spinning true without wobble
  • On metal blades: the blade sharp, flat, and completely free of cracks, with no missing or bent teeth. A cracked blade can shed fragments at full speed, and any crack condemns the blade immediately
  • Blade fixing hardware complete and correct: thrust washers seated, the locking nut at the handbook torque and not worn to spinning freely, and the blade unable to rotate independently of its fixing
  • Shaft-locking pin or tool used during any attachment change removed from the gearhead before starting: a pin left in place can wreck the gearhead or be thrown when the engine starts
  • Attachment balance felt for at low speed once started: vibration that rises with attachment speed points to an unbalanced head or blade, which is both an HAV problem and a warning of failing parts

Shaft, Gearhead & Handles

  • Drive shaft and its housing straight and undamaged, with couplings on split-shaft models secure
  • Gearhead greased per the maintenance schedule, without excessive play at the output
  • Handlebars or loop handle secure and correctly positioned, with anti-vibration mounts inspected for cracking, perishing, or separation: a loose or buzzing handle usually means a failed mount, and worn mounts significantly raise the vibration reaching the operator
  • Throttle and its interlock returning freely, and the stop switch clearly marked and working
  • On petrol machines, the attachment completely stationary at idle: rotation at idle is a clutch or idle-speed fault and a safety-critical defect

Harness

The harness is safety equipment, not a comfort accessory: it carries the machine's weight, sets the cutting attachment's position, and is the operator's means of shedding the machine in an emergency.

  • Harness webbing, stitching, and buckles undamaged, with padding intact
  • Quick-release mechanism tested: it must free the machine with one action
  • Hang point adjusted so the machine balances with the attachment at working height without being held there: a badly hung machine is carried by the arms all day, which is a fatigue and vibration problem as much as a comfort one

Power & Fuel

  • On petrol machines, correct fuel mix per the handbook from fresh fuel, no fuel leaks, caps secure, air filter clean, and the exhaust and its heat shield secure and undamaged: a brushcutter silencer runs hot enough to burn skin and to ignite dry vegetation or spilt fuel. Refuelling with the engine off and cooled, away from ignition sources, moving the machine away from the refuelling point before starting, consistent with the practice in our chainsaw guidance
  • On battery machines, the battery charged and correctly latched, with the casing free of cracks, swelling, or signs of water ingress and the terminals clean: a swollen or damaged pack is taken out of use, not charged and hoped for. Spares stored per the manufacturer's guidance
  • Casings, covers, and fasteners present, secure, and undamaged

Starting & Operational Check

  • Machine started per the handbook on clear ground with the attachment clear of obstructions and everyone else
  • Starts cleanly, idles with the attachment stationary on petrol models, and responds to the throttle without hesitation
  • No abnormal vibration at any speed: attachment-speed vibration means an unbalanced or damaged head or blade, and stops work until found
  • Any failed task should prompt a reason for failure and supporting photos. Raise a service job immediately within the app
  • Use the observations field to note early signs of wear, unusual vibration, or running issues

Work Area & Bystanders

  • Work area walked before starting: stones, wire, cans, and hidden debris become projectiles, and fence lines, tree bases, and street furniture are where line and blades find them
  • Bystanders and colleagues kept well clear while cutting: industry guidance commonly works to an exclusion distance of around 15 metres, and work stops when anyone enters it. Where the public cannot be excluded, on verges and in parks, your organisation's arrangements for screens, spotters, or timing apply
  • Metal-blade work given extra margin: blades throw harder and further than line, and blade work is restricted to operators trained for it
  • In dry conditions, fire risk assessed before clearance work begins: a hot silencer in standing dry vegetation is an ignition source, and a spill kit and means of tackling a small fire should be available in line with your organisation's arrangements
  • Slopes, banks, and wet ground assessed for footing: like hedge cutting, brushcutting occupies both hands

Blade thrust with metal blades. When the forward section of a spinning metal blade strikes a solid object, a fence post, tree, rock, or hidden debris, the machine can be thrown violently sideways or back towards the operator. This is why the area is walked first, why the harness hang is adjusted so the machine sits at working distance from the body, and why a firm two-handed grip is maintained whenever the blade is turning. Managing blade sector and cutting technique is part of operator training and beyond the scope of this document.

End-Use Check

An end-use check should be completed each time a brushcutter is finished with and returned to storage. Where exposure is tracked in Toolminder, an end-use check can be configured to run automatically when the machine is stopped, closing the operator's usage record for that session, which is important for accurate HAV exposure tracking.

Cleaning & Condition

  • Machine isolated before cleaning begins: engine stopped and spark plug lead disconnected on petrol models, battery removed on battery models
  • Cutting head or blade, guard, and gearhead cleared of wrapped grass, sap, and debris: material wound around the shaft above the attachment adds load, heat, and vibration
  • Cooling inlets and casing cleaned, and the air filter checked on petrol models

Wear & Damage Review

  • Cutting attachment reviewed honestly for the next user: worn line replaced, a dulling or damaged blade flagged for sharpening or condemned if cracked
  • Anti-vibration mounts and harness re-checked after the day's use, especially if the operator noticed any change in vibration or balance
  • Any new damage, leaks, or running issues recorded with notes and photos, with a service job raised if a fault needs attention before next use

Storage & Transport

  • Blade guard or transport cover fitted to metal blades for storage and carriage
  • Fuel managed per the manufacturer's guidance for the expected storage period on petrol models; batteries removed and stored per the handbook
  • Machine stored dry and secure, and transported secured rather than loose
  • Check saved to the asset history, with operator usage time recorded and visible to supervisors for HAV exposure monitoring

HAV Exposure: Operator Responsibilities

Operators using brushcutters should be aware of their cumulative daily vibration exposure and should report any symptoms of hand-arm vibration syndrome (HAVS), including tingling, numbness, or whitening of the fingers, to their supervisor immediately. Early reporting matters: HAVS is progressive, and symptoms become permanent if exposure continues without intervention.

Long verge and clearance sessions accumulate trigger time steadily, so operators should plan such days against their remaining budget, share long runs across a team where practicable, and remember that every other vibrating tool used that day draws from the same allowance.

Attachment condition is an exposure control. An unbalanced head, an overlong line, a damaged blade, or a debris-wrapped shaft each raise the vibration transmitted to the hands, and several slow the cutting as well, extending trigger time for the same ground. Keeping the cutting attachment true, sharp, and clean is an HAV control, not just maintenance. Any increase in vibration beyond what is normally expected of a particular machine should be reported and the machine inspected before continued use.

Common Situations

All tasks pass

Mark each task as Pass, add any observations if relevant, and the check is complete. The machine is confirmed in good condition and ready for use. Plan the session's trigger time against the operator's remaining daily exposure budget before starting work.

Cracked metal blade found

Mark the task as Fail, photograph the crack, and condemn the blade: cracked blades are never dressed, welded, or risked, because a blade shedding a fragment at full speed is among the most dangerous failures this equipment has. Fit a serviceable blade before use, and record the replacement in Toolminder so blade consumption per machine is visible over time.

Attachment rotates at idle, or guard missing or wrong for the attachment

Both are safety-critical. A rotating attachment at idle is a clutch or idle-speed fault; a missing or mismatched guard removes the machine's main protection against thrown objects. Take the machine out of service immediately, tag or physically separate it so it cannot be picked up in error, record the fault in Toolminder, and raise an urgent service job.

Vibration rises noticeably during the session

Stop and isolate the machine, then look for the usual causes: grass wrapped above the attachment, an unbalanced or damaged head or blade, line worn to different lengths, or a failing anti-vibration mount. Record the observation and raise a service job if the cause is not simple debris. Continuing through abnormal vibration risks both the operator's exposure record and the machine.

If an operator's cumulative HAV exposure for the day is approaching the EAV or ELV, brushcutting should be stopped or handed to another trained operator. Record the session end in Toolminder so the exposure record is accurate. Supervisors can review operator usage across all assets to manage exposure across the team, which matters most on long clearance days.
